It is interesting that the file opens in Windows and on other Macs, but not your Mac. I'm not sure that updating will fix this, and I doubt uninstall/reinstall of Office would be of any help whatsoever. The screen shot shows that you have version 16.29 but not 16.29.1 so might want to go to the Excel Help menu and choose Check for Updates and see if AutoUpdate has a newer version available.
